Men do not decide the force of gravity. They feel its effects, they measure its force but no man creates gravity. The force of a body trying to leave its place meets the force of a body trying to hold it in place. Friction results from movement.
No man creates a social revolution. Cultural forces (usually economic ones in modern times) exert pressure on bodies at rest, forcing them from their accustomed lodging. A surplus masses in one place, allowing for artistic, religious and poltical expressions. Scarcity elsewhere pushes men along to the place where surplus masses.
Power diffuses by need and provision.
